Tsahkna noted that Europe’s energy dependence on Russia began gradually forming in the 1960s, and by 2022 Russia was supplying nearly half of the EU’s gas imports.

He explained that after Russia’s large-scale invasion of Ukraine, Europe made a sharp shift in direction: “Russian coal was completely banned, gas imports dropped to around 13 percent, and oil imports fell to 2 percent, coming from only two countries.”

Tsahkna stated that Europe is taking structural steps to permanently break away from Russian energy, addressing a dependency that began forming 60 years ago.
