Ukrainian Foreign Minister Andrii Sybiha described the crash of the Azerbaijan Airlines plane as a horrifying event and offered condolences to Azerbaijan.

Sybiha claimed that the Russian media lied about the cause of the accident and stated:

"It is noteworthy that the Russian media lied about the cause of the accident, and Russia forced the damaged plane to cross the sea, likely in an attempt to hide evidence of its crimes."

Sybiha emphasized that footage from the cockpit and photos and videos after the crash (pointing to a Russian anti-aircraft system) are clear evidence, and he called for a fair and impartial investigation to hold the perpetrators accountable.

Minister Sybiha added: "We must not allow Russia to lie, evade responsibility, or shift blame onto others."
