The agreement is said to bolster President Donald Trump's support for the government in Kyiv, as he pressured Ukrainian President Volodymyr Zelensky to approve such a deal.

The agreement gives the US priority in new investment projects in Ukraine related to the exploitation of natural resources, including aluminum, graphite, oil, and coal.

US Treasury Secretary Scott Bessent stated, “I’m pleased to announce the signing of this historic economic cooperation agreement. This sends a clear message to Russia that the Trump administration is ready for peace talks aimed at a free, independent, and prosperous Ukraine.”

The two countries are creating a joint investment fund to finance future US military aid. Reports indicate that the US government has waived its demand that Ukraine repay aid already provided.

Such an agreement was to be signed during the Trump-Zelensky meeting in February, but the meeting was overshadowed by chaos and ended much earlier than planned.
