The informal summit of the heads of state of the Organization of Turkic States (OTS) was held in the city of Shusha, Azerbaijani. The summit was hosted by Azerbaijani President Ilham Aliyev.

Aliyev, stating that the expansion of relations with Turkic countries, the strengthening of the Turkic world and the Organization of Turkic States is a priority direction of Azerbaijan's foreign policy, added:

"Azerbaijan has always sought to unite the Turkic world, increase its political, economic, and military power, and become a power centre on the global stage. The Organization of Turkic States should become one of the world's power centres".
