The letter from Aliyev included the following:
"Dear Vladimir Vladimirovich, I was deeply saddened to hear the news about the crash of the 'An-24' passenger plane in the Amur region, which resulted in the loss of many lives. On behalf of myself and the people of Azerbaijan, I extend my heartfelt condolences to you, the relatives, and families of the deceased."
