Ukrainian Foreign Minister Andrii Sybiha argued that Russia's attacks against civilians are not an inevitable consequence of war but a deliberate choice.

In his statement, Sybiha claimed that Moscow is using terror as an instrument of state policy to break Ukraine's resistance and force it to make concessions through fear.

Calling on the international community, Sybiha said, "The world must send a clear message: Terror will not bring political gains to Russia. Those responsible must face the consequences."

Sybiha also thanked Argentine politician Lilia Lemoine for supporting Ukraine and making a statement on the issue.
