The proposal, presented by US Special Envoy Steve Witkoff, indicates that a 60-day ceasefire between Israel and Hamas is currently under negotiation.

On Thursday evening, Hamas political spokesman Bassem Naim described the proposal as "insufficient" and said it does not meet the movement’s demands.

According to Israeli media, one condition of the ceasefire is that Hamas returns ten surviving Israeli hostages and the remains of 18 others. The release and return are to take place in two phases over a week, meaning Israel would recover 28 of the remaining 58 hostages.

In exchange, Israel will release 125 Palestinians serving life sentences and 1,111 detainees imprisoned since the start of the war. According to a Times of Israel report citing an Israeli government source, Israel will also return the remains of 180 individuals.

According to the proposal, Israel will also withdraw its forces to agreed-upon areas within Gaza. However, an Israeli military source noted that the document does not clearly define the positions where Israeli forces would be stationed if the agreement is implemented.

Hamas had previously demanded that any agreement include a complete withdrawal of Israeli forces from Gaza.

The US proposal also includes a provision regarding emergency aid in Gaza, currently managed by the American Gaza Humanitarian Relief Foundation. According to Times of Israel, emergency aid in war-affected areas will once again be under UN supervision.

Additionally, the information indicates that Israel is not obligated to refrain from returning to war after the 60-day ceasefire ends.

According to the Jerusalem Post, the agreement should clearly state that Israel may resume attacks if it believes that talks during the ceasefire have not led to meaningful negotiations.
