The statement came after Putin met with Hungarian Prime Minister Viktor Orban in Moscow on Friday. Orban travelled to the Russian capital to discuss ways to find a peaceful and diplomatic solution to the conflict.

At a joint press conference after the meeting, Putin said, "It should not be a ceasefire or some kind of pause that the Kyiv regime could use to compensate for its losses, regroup, and rearm. Russia favours a complete and final end to the conflict."

However, Putin noted that the conflict could only end if a number of conditions were met. The Russian leader emphasized that Kyiv must withdraw its forces from Donbas and the former Ukrainian regions of Zaporizhzhia and Kherson, which officially became part of Russia following popular referendums.

Putin added that there were other conditions, but they were "issues that should be dealt with thoroughly during potential joint work." Earlier, Putin had proposed an immediate ceasefire if Ukraine accepted a number of conditions. These conditions included the withdrawal of Ukrainian forces from all Russian territories and legally binding guarantees that Kyiv would not seek to become a member of NATO.

Although Kyiv and its Western supporters rejected this plan, Putin reiterated that the offer "remains on the table." The Kremlin urged the Ukrainian leadership to take time to consider this offer.

At the press conference on Friday, Orban noted that Moscow and Kyiv's positions on the conflict were far apart and that it would take serious effort to end the hostilities.

Putin said that, given the Ukrainian authorities' stance and the current situation, it was "clear that Kyiv is still not ready to abandon its intention to end the war with victory."
