Addressing 27 EU leaders at a summit in Brussels, the Ukrainian president outlined his five-point plan, which calls on allies to lift restrictions on the use of long-range weapons against military targets in Ukraine’s occupied territories and Russia and help boost air defences.

Ukraine wants to be invited to NATO immediately and have it join later, but the transatlantic alliance sees this as unrealistic.

“If we start now and implement the victory plan, we can end this war by next year at the latest,” Zelensky told EU leaders. He claimed that a “deterrence package” created on Ukrainian territory would “either force Russia to participate in real peace negotiations or ensure the destruction of its military targets.”
