Ukrainian President Zelensky stated that, from their perspective, the decision by EU leaders to grant Ukraine a €90 billion interest-free loan represents a significant achievement.

Drawing attention to the importance of the resources, Zelensky said, “In any case, this decision is linked to the reparations expected to be obtained from Russia, which further increases the significance of the steps taken. It is of great importance that European leaders have agreed on such a formula and that our team, working together with Europe, has reached a positive outcome.”

Zelensky noted that this decision serves as a strengthening factor for Ukraine and added:

“At the same time, it is a clear message to Russia that continuing the war is meaningless, as financial support stands behind us and therefore a collapse on the front is out of the question. We will continue to support our army and our people. Our 2026 budget has been secured with €45 billion in support provided from these funds.”

Zelensky stated, “There are no positive outcomes in war; however, the decision taken today is an important and positive sign for our society and an extremely strong message to the enemy.”
