Cooper said Sheikh Hamad bin Khalifa Al Thani had played a defining role in Qatar's history and had made significant contributions to strengthening the friendship between the United Kingdom and Qatar.
“My thoughts are with the Emir, the Al Thani family, and the people of Qatar,” Cooper said.
