EU leaders finally acknowledge that the EU must move forward at different speeds
Brussels, February 13 (Hibya) – At a meeting held in eastern Belgium on Thursday, the leaders of France, Germany, Italy and other countries backed plans to proceed with initiatives in smaller groups, which they will detail at the European Council next month.

If all 27 countries cannot agree in certain areas, the EU will use the “enhanced cooperation” method, which allows smaller groups of member states to move faster on policy proposals.
European Council President António Costa said the summit served as a “strategic brainstorming” session on how to boost prosperity, create high-quality jobs and ensure affordability.
“Today’s discussion brought new energy and a shared sense of urgency around this goal,” he said.
European Commission President Ursula von der Leyen will present a “One Europe, One Single Market Roadmap and Action Plan” at next month’s summit in Brussels, outlining reforms to reduce administrative burdens and unlock private and public capital.
A diplomat said that mentioning enhanced cooperation could motivate member states to come together.
German Chancellor Friedrich Merz stated that Europe faces a completely new geopolitical reality and must remain competitive to sustain itself.
One area where enhanced cooperation could be used is the Savings and Investment Union initiative.
The roadmap will set measurable targets in telecommunications, capital markets, services and energy, with goals to be achieved by the end of 2027.
