Von der Leyen stated that they are ready to provide strong security guarantees to Ukraine once the conflict ends, adding that the United States will assume a critical support and monitoring role in this process.

She noted that European, U.S., and Ukrainian partners have prepared a joint “Prosperity Framework” based on reforms, European Union integration, and the mobilization of public and private capital, and added that Europe has also increased its direct support.

In this context, von der Leyen announced that a €90 billion loan package has reached its final stage, stating that the funding will contribute to maintaining the functioning of the state in Ukraine.

She also emphasized that pressure on Russia has been increased, noting that the 20th sanctions package has raised the cost of the war.

Von der Leyen said, “Our objective is clear: to ensure that Ukraine can conduct peace negotiations on its own terms, from a position of strength, and build a secure, safe, and prosperous future for its citizens within the European Union.”
