Ukrainian Foreign Minister Sybiha claimed that in 2025 Russia stole more than two million tons of Ukrainian grain from territories it temporarily occupies, saying: “Moscow shipped this grain to markets in Africa, Asia, the Middle East and Europe. About 40 percent of the shipments were sent to Egypt.”

Sybiha stated that intelligence services have identified 45 vessels involved in the theft and transportation of Ukrainian grain to global markets, adding that sanctions have been imposed on 43 of them as well as on 39 captains, and continued:

“At the same time, we are also monitoring companies involved in this illegal trade. All of them will feel the impact of Ukrainian sanctions, both judicial and special. I call on our European partners to begin a systematic fight against this Russian crime and the threat it poses to global food security.”

Sybiha said: “In 2026, the Black Sea, the Sea of Azov and the Baltic Sea must be cleared of all Russian shadow fleets.”
