Speaking to reporters in the Oval Office, Trump said, “I think we are closer now than ever, and we will see what we can do.”

The U.S. assessment came after two days of talks in Berlin between European, Ukrainian and U.S. officials, in which Trump was represented by his Special Envoy Steve Witkoff and his son-in-law Jared Kushner.

The U.S. president joined European leaders by phone for a dinner on Monday to discuss the developing agreement. During Monday’s talks, he spoke twice with Witkoff and Kushner.

After the meeting, Trump said, “Things seem to be going well, but we have been saying that for a long time, and this is a difficult situation.”

Trump said the talks went “very well” and that he also had a “long conversation” with Ukrainian President Volodymyr Zelensky. He added that the United States is also in contact with Russian President Vladimir Putin.

One U.S. official said on Monday that about 90 percent of the issues between Russia and Ukraine had been resolved, but that territorial concessions remain a challenge. The official said the U.S. side had put forward “thought-provoking” ideas to break the deadlock, including the development of an “economic free zone.”

Officials said a series of security guarantees similar to “Article 5” were discussed in more detail during the talks, aimed at deterring further Russian aggression, preventing conflict, and monitoring a possible peace agreement. However, they avoided detailing the U.S. role, noting only that U.S. troops would not be deployed on the ground.

Zelensky said on Sunday that Kyiv had agreed to security guarantees instead of NATO membership.
