Estonian Foreign Minister Margus Tsahkna said that Ukraine’s critical infrastructure continues to be one of Russia’s main targets.

Tsahkna said that daily attacks on power plants, ports, storage facilities and industrial sites are part of Russia’s strategy. Stating that Russia has intensified its attacks on civilians as it loses momentum on the battlefield, Tsahkna said this is contrary to international norms.

Emphasizing that attacks on civilians and civilian infrastructure constitute a serious violation of international law, Tsahkna said Russia must be held accountable as strongly as possible through legal, political and economic pressure.

Tsahkna said that the joint response must be strengthened as winter approaches, calling for increased pressure on Russia and for timely and concrete support to Ukraine so that it can protect its energy system and safeguard its people.
