The Syrian government and the SDF signed a “Ceasefire and Full Integration Agreement.” The agreement provides for an immediate and comprehensive ceasefire on all fronts and the redeployment of SDF-affiliated military units east of the Euphrates River.

Under the agreement, the provinces of Deir ez-Zor and Raqqa will be fully transferred, administratively and militarily, to the Syrian government, and all civilian institutions and facilities in these areas will be incorporated into the state structure. All civilian institutions in Hasakah province will also be integrated into the state administration.

The text states that control of border crossings and oil and gas fields will be handed over to the Syrian government, with security provided by regular army units. All SDF military and security personnel will be individually incorporated into the Ministries of Defense and Interior following necessary security screenings.

The agreement also includes a clause preventing former regime elements from joining the SDF and requires lists of former regime members in northeastern Syria to be submitted to Damascus. It further предусматривает the appointment of a governor for Hasakah by presidential decree to ensure political participation and local representation.

Other provisions include the withdrawal of heavily armed elements from the city of Ayn al-Arab (Kobani), the establishment of a local security force composed of local residents, the preservation of the local police structure under the Ministry of Interior, and the transfer of responsibility for ISIS detainees and camps to the Syrian government.

The agreement aims to strengthen “national partnership” through appointments to senior military, security, and civilian positions based on candidate lists provided by the SDF. It also welcomed Presidential Decree No. 13 of 2026 recognizing Kurdish cultural and linguistic rights and addressing citizenship and property issues.

While the SDF committed to expelling non-Syrian PKK members from the country, the Syrian state emphasized that it would continue the fight against ISIS in coordination with the United States as part of the international coalition. The final clause highlighted efforts to ensure the safe and dignified return of civilians to the Afrin and Sheikh Maqsoud areas.

The agreement was announced with the signatures of Syrian Arab Republic President Ahmed al-Sharaa and SDF Commander Mazloum Abdi.
