Brazilian President Lula da Silva stated that combating the PCC, CV, and similar organized crime groups operating in the country is one of the state's top priorities.

Lula emphasized that these criminal organizations create violence and a climate of “terror” in society, particularly through drug and arms trafficking, but stressed that they should not be classified in the same category as international terrorism.

Stating that the fight against organized crime is an internal security matter, Lula highlighted Brazil’s sovereign rights and said that the country opposes external interference in its domestic security policies.

Lula noted that the government has strengthened its fight against gangs and militias through new laws and programs, tightened the penal system, and launched the “Brazil Against Organized Crime” program.

He also stated that Brazil remains open to international cooperation, but warned that unilateral and uncoordinated actions could weaken efforts against crime. Lula further stressed the importance of protecting Brazil’s financial system and digital infrastructures such as PIX.

Lula concluded his remarks by stating, “National sovereignty is not negotiable.”
