Qatar’s Permanent Mission to the United Nations Office in Geneva, affiliated with the Ministry of Foreign Affairs, participated in the third consultative meeting of the Third Working Group conducted within the framework of the Global Initiative to strengthen political commitment to international humanitarian law.

The meeting, held under the theme “International Humanitarian Law and Peace,” was co-chaired by the State of Qatar, the Kingdom of Saudi Arabia, the People’s Republic of Bangladesh, the Republic of Colombia, the Federal Democratic Republic of Ethiopia, and the International Committee of the Red Cross.

Speaking at the meeting, Abdulaziz Al Mansoori, Second Secretary at Qatar’s Permanent Mission in Geneva, said that rising regional and international tensions and the rapidly changing global security environment have brought disarmament to a critical juncture. He stressed the need for the international community to intensify joint efforts to maintain international peace and security, protect civilians, and strengthen respect for international humanitarian law.

Al Mansoori noted that disarmament is not merely a security issue but also a fundamental humanitarian tool that contributes to protecting civilians and civilian infrastructure. He emphasized its important role in mitigating the effects of armed conflicts and building sustainable peace.

He added that respect for international humanitarian law cannot be separated from genuine commitment to disarmament standards, describing disarmament as a preventive tool for reducing human suffering and protecting civilians.

Al Mansoori stated that disarmament is a multidimensional process with political, security, social, and economic dimensions that creates a conducive environment for implementing peace processes, supports societal reconciliation, and paves the way for sustainable development.

He also underlined that Qatar attaches special importance to disarmament in its mediation efforts, recalling the Doha Peace Framework signed in November 2025 between the Government of the Democratic Republic of the Congo and the Congo River Alliance (M23 Movement).

Al Mansoori noted that the agreement included explicit provisions on disarmament, the demobilization of armed groups, and their reintegration into society.
